Unsurprising that a Trump administration, with Rubio as Secretary of State, would be angling for regime change in Venezuela. And so, there was an element within the Trump administration early on that favored a more conciliatory approach. And the early 2000 and led to large numbers of people showing up at the border during the first Trump administration. We keep talking about Trump and what Trump wants, but something that Trump said in his often contradictory but nevertheless repetitive way across the campaign.
