Colleges and universities are already bracing for the worst, altering their budgets for coming years in anticipation of a drop in foreign students. At U of T and Dalhousie University in Halifax, international students make up about a quarter of the student body. “Until border restrictions are lifted for international students, the students themselves and universities are in a sort of limbo,” said Cindy McIntyre, assistant director of international relations at Universities Canada, an advocacy group for the sector. To ease students’ border entry, colleges and universities have issued supporting travel letters to incoming students in hope that border officials will let them in. “Entire economies therefore now depend on international students,” said the report.
