WASHINGTON—The 2020 census was already going to be one of the most challenging counts in recent history. On Thursday, it got a lot more complicated. The Supreme Court blocked, for now, the Trump administration from asking respondents if they are citizens. It sent the case back for more legal proceedings amid concerns about the administration’s stated reasons for adding the question.
