A white paper has been drafted that would make the UK government the arbiter in any discussions about access. The devolved administrations would be consulted on the UK government’s position but, ultimately, the Scottish government would not be able to veto proposals backed by Westminster. The paper, which is still to be finalised, will set out a framework for quota talks in which devolved institutions would be consulted on the UK government’s negotiating position with other countries and the European Union.
