Although Bowker implies that Labour hasn't done the maths on a capital gains tax, facts are laid out in a briefing document released by the Tax Working Group in September. There are valid arguments to be made against a capital gains tax, some of which have been put well and forcibly by Bowker. The Tax Working Group has failed to reach a unanimous conclusion on how a capital gains tax could be implemented.
