El Paso was never one of the most dangerous cities in the United States, and crime has been declining across the country — even in cities like New York, which does not have border fencing. In 2008, before border barriers had been completed in El Paso, the city had the second-lowest violent crime rate among more than 20 similarly sized cities. In 2010, after the fencing went up, it held that place.
