The then Samajwadi government of Uttar Pradesh had declared that each of the 1,800 displaced families from the nine worst-affected villages would get Rs 5 lakh. Most are now resettled in 28 camps in Muzaffarnagar and 37 in nearby Shamli. "Many families were denied compensation because the state clubbed several households into one unit. I couldn't take it anymore," said the native of Fugana, among the worst-hit villages. "The Centre must put in place a framework to protect rights of internally displaced persons," Amnesty programme director for India Asmita Basu said.
