District health boards (DHBs) paying caregivers and nurses more than the aged-care sector was a prime example. DHBs continued to pay more than the aged-care sector. There remained a large discrepancy between what nurses were paid by DHBs and what they earned in the aged-care sector. There had been two increases to the minimum wage outside of funding increases for the aged-care sector. ``We have expected the use of ORAs over aged-care beds to take some time to get established.''
