The R rate of infections is now above one all over England, meaning the virus is spreading. It is still taking too long for test results to come back and too long for contacts to be reached. At the same time a weary public is increasingly bewildered by the confusing and complicated instructions on what is permissible. If some people have grown complacent about the rules, that is because the Government has grown complacent about the crisis. Instead of pampering the prosperous we should be spending this money on those who need it most.
