'Vinta' weakens, Signal No. 2 up in 11 areas


MANILA, Philippines — Tropical storm "Vinta" (international name Tembin) has slightly weakened as it moves over the northern part of the Davao region, state weather bureau PAGASA said Friday. In its 11 a.m. bulletin, PAGASA said that the weather disturbance may bring scattered to widespread moderate to heavy rains over Visayas and Mindanao within 24 hours.
