MANILA, Philippines — Tropical Depression "Vinta," maintained its strength and speed as it leaves Mindanao, according to the country's state weather bureau. In its 11 p.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration hoisted Tropical Storm Signal No. 1 in Southern Palawan in Luzon and Zamboanga del Norte, Zamboanga del Sur and Zamboanga Sibugay in Mindanao. The weather agency said that "Vinta" might re-intensify into a tropical storm once it was in the waters of Sulu Sea. PAGASA said that sea travel remained risky in waters off the seaboards of areas under tropical storm signal.
