This is the time of the year when the media, and non-media, are obsessed with the Union budget. The Union budget hype and hoopla may not have disappeared yet, but it will, for the better.There are countries where budget proposals are known and discussed well in advance. However, we need to tweak our historical expectations from the Union government budget. This is Palkhivala in his 1970-71 budget "speech". Palkhivala's speeches have become part of history and so will the Union budget — eventually.
