As Modi got busy boasting about ‘100% electrification’, 31.3 million households — 17% of India’s total number —still experience enforced darkness. So, who electrified rural India and when? In 2005, the UPA government established the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY), the first scheme on rural electrification. Basic maths tells you that the UPA government electrified rural India at over twice the current government’s pace. It must immediately plan and implement the Stage 2 of rural electrification: i.e., ensure longer hours of electricity provision, and electrification of 100% households.
