A report in 2012 by the human rights section of the United Nations peacekeeping mission in Haiti said violence against women in Haiti, such as rape, is a systemic problem. This impunity goes hand-in-hand with the male-dominated nature of Haitian society, said Florence Elie, the citizen ombudswoman for the Haitian government. Haitian society is hypocritical when it comes to violence against women, she added.
