The panel led by Vicha Mahakun recommends in this report a revamp of the justice system to restore public trust shattered by the poor handling by various agencies involved. Given the urgent need to rebuild public trust, a time frame should be set to find and punish wrongdoers. The Vicha panel's second report focuses on structural reforms in the justice system needed to solve six problems evidenced in the Red Bull scion case scandal. Yet, a lack of trust in the justice system could bring about a failed state.
