VENICE—The coronavirus epidemic in Italy added insult to injury for Francesco Molinari. His traditional Venetian wine bar had already suffered physical damage when exceptionally high tides flooded the lagoon city in November. Then, with business still limping, fresh disaster struck. First, Chinese tourists vanished in January after the coronavirus hit their country. Tourism in Venice was already lighter than normal after images of the city underwater led many people to stay away.
