Venezuela’s armed forces quelled a brief uprising at a military stockade, authorities said Monday, prompting protests in a poor Caracas enclave and heightening tensions ahead of antigovernment demonstrations planned for later this week. Venezuelan officials said they had arrested 27 dissident soldiers after a group of them looted a weapons cache at 2:50 a.m. before taking four other soldiers hostage and holing up inside a command center in the capital, where they were later arrested.
