British and European negotiators had agreed a text on Monday that called for “regulatory alignment” on the island of Ireland post-Brexit to avoid a hard border. Theresa May, the British prime minister, was forced to abandon plans to sign the agreement after a phone call with Mrs Foster, leader of the DUP. Mrs Foster said that she only received a text of the deal late on Monday morning, despite asking for it for nearly five weeks. Once her party saw it, she said, they knew it would not be acceptable.
