THE Volunteers against crime and corruption (VACC) has “filed” a “verified but unendorsed” impeachment complaint against Ombudsman Conchita Carpio-Morales on Wednesday at the House of Representatives. The complainants said that while “multitudes” of lawmakers promised to endorse the complaint, no one has signed the complaint. In the 94-page complaint, the VACC accused Morales of committing culpable violation of the Constitution, treason and bribery, graft and corruption, other high crimes and betrayal of public trust. According to the complainants, Morales committed six impeachable offenses. VACC chairman Martin Diño said he filed a case against Albay Rep. Jose Salceda regarding his Statement of Assets, Liabilities and Net Worth (SALN).
