Because the area is unlikely to see thunderstorms and torrential rainfall, the risk of flooding has substantially decreased per our 3 p.m. update. If the area is to experience to flooding, it would more likely be later this afternoon or this evening. Radar and a look outside the window confirm steady rain has developed over much of the Washington, D.C. area. Today (Thursday): Rain is likely at times throughout the day, but the heavier and more steady rain moves in as the afternoon progresses. Tonight: The heaviest rain is likely through the evening and should start to become lighter and more intermittent after midnight.
