So-called "fact-finding missions" have become performative and ceremonial exercises meant to cool public anger rather than uncover the truth. Most fact-finding missions are led and conducted by the same ministries and state agencies that awarded the contracts in the first place. This neutral body, chaired by independent experts appointed by lawmakers, should have the authority to conduct fact-finding missions into public accidents.
