A sufficient pool from which leaders can be elected has been enabled through increased access to higher education. University education alone cannot guarantee good leadership nor does it guarantee a robust development record of a leader. According to a 2015 study by Carnes and Lupu, educated leaders perform the same as or worse than leaders with less formal education. It is expected that increased education levels will result in increased voter participation and support for social rights. The need for university education for elected leaders should be buttressed with stronger legislation to give effect to the provisions of Chapter 6 of the Constitution.
