The divergence points to the lack of shared understanding as to what exactly is an impeachable offense. In the bewildering law of impeachment and election finance, “illegal” doesn’t necessarily mean “impeachable”, while “impeachable” is not necessarily illegal. This has prompted a decision by Nancy Pelosi, the Speaker of the House, to launch “an impeachment inquiry”. Thus James Madison said, "...impeachment... was indispensable" to defend the community against "the incapacity, negligence or perfidy of the chief Magistrate."
