Stalled stadiums, some of which figured prominently in the Jubilee 2013 and 2017 manifestos, were also cited as stalled projects. It has also emerged that the State Department of Trade is yet to actualise Sh10.1 billion projects, while the Correctional Services Department has Sh543 million stalled projects. The Treasury has flagged Sh3.1 billion stalled projects at the State Department of Energy.
