The events contradict Uhuru’s position on pending bills that ministries, state corporations and other government agencies have continued to ignore. During the 56th Madaraka Day celebrations at Narok Stadium, the President directed that going forward, all pending bills were to be given priority in budgeting. “Pending payments have negatively affected many businesses, particularly those whose bulk of capital is now locked in non-payment,” Uhuru said then. He directed MDAs and the county governments to clear all their pending bills by June 30, 2022, calling upon state agencies to avoid the accumulation of pending bills. Yatani said payment of pending bills using long term bonds may not be tenable at the moment.
