U.S. Customs and Border Protection said in a notice to potential contractors that it's seeking to build large tents in El Paso, Texas, and in South Texas that could house 500 people at a time. The Border Patrol processing centre in McAllen is routinely over capacity . The Border Patrol limits them to one warm layer of clothing, confiscates coats, and issues a Mylar blanket to each detainee, citing health and safety concerns.
