MAJOR PROBLEM Haitian migrants use a dam to cross to and from the United States from Mexico on Sept. 17, 2021 in Del Rio, Texas. Thousands of Haitian migrants have assembled under and around a bridge in Del Rio presenting the Biden administration with a fresh and immediate challenge as it tries to manage large numbers of asylum-seekers who have been reaching US soil. The mayor of Del Rio, Texas declared a state of emergency Friday after more than 10,000 undocumented migrants, many of them Haitians, poured into the border city in a fresh test of President Joe Biden's immigration policy. Del Rio Mayor Bruno Lozano said that the migrants were crowded in an area controlled by the US Customs and Border Patrol (CBP) beneath the Del Rio International Bridge, which carries traffic across the Rio Grande river into Mexico. The vast majority of the migrants at the bridge on Friday were Haitian, said Val Verde County Judge Lewis Owens, who is the county's top elected official and whose jurisdiction includes Del Rio.
