The White House had cited a 1977 law, the International Emergency Economic Powers Act (IEEPA), which gives the president power to "regulate" trade in response to an emergency. At the White House, Trump said he was "absolutely ashamed" of the Republican appointees on the court who voted against his trade policy. Trump has previously used those tools for tariffs, including some announced last year on sectors such as steel, aluminium and cars.
