UN to vote on tougher North Korea sanctions


The United States has put heavy pressure on China, which accounts for 90 percent of trade with North Korea, to enforce the sanctions. It would also tighten trade restrictions on technology to prevent North Korea from acquiring items that could be used for its military programs. The draft resolution however does not provide for cuts to oil deliveries to North Korea -- a move that would have dealt a serious blow to the economy. Russia, which like China is a veto-wielding council member, had warned that it would not support sanctions that would worsen North Korea's humanitarian crisis. The United States and its allies have argued that tougher sanctions are needed to force North Korea to come to the negotiating table to discuss a halt to its military programs.
