Although Trump repeatedly has said that Mexico would pay for the wall, the tax that White House Press Secretary Sean Spicer described to reporters actually would fall on U.S. consumers, not on Mexicans. By reversing that and taxing imports, "we can do $10 billion a year, and easily pay for the wall just through that mechanism alone. It's a key part of the GOP tax plan, but one that Trump has previously criticized as too complicated. As part of the plan, the House GOP would also lower the corporate tax rate to 20% from its current maximum level of 35%. Such a tax would likely increase prices on some staples for American consumers, such as tomatoes and avocados, once U.S. retailers pass along the tax to consumers.
