U.S. officials said they had seized the Wise Honest, one of North Korea’s largest bulk carriers, after it was used to ship coal and heavy machinery. The officials said it had traced more than $750,000 in illicit payments through unwitting U.S. banks in violation of U.S. and United Nations sanctions.
