WASHINGTON—President Trump’s announcement of a restart in peace talks with the Taliban movement in Afghanistan has set the U.S. back on the path toward a deal that was almost clinched with the insurgent group in September and designed to extract the U.S. from more than 18 years of war. Both sides expressed caution about the prospect of progress after Mr. Trump abruptly pulled out of the process just as a final version of the agreement had been initialed by U.S. and Taliban negotiators.
