Little more than 2 percent of the Coast Guard’s measly $12 billion budget proposal goes towards foreign fishing enforcement. Finally, the Coast Guard needs funding to get engaged overseas. Coast Guard attaches need to be everywhere—from Guinea-Bissau to Tuvalu—and funded to really get “get out there” and engage.
