The strong wind signal No. 3 was issued at 2:20 pm ahead of cyclone Higos, which is forecast to skirt within about 150 kilometers to the southwest of Hong Kong tonight and tomorrow morning. The Hong Kong Observatory said winds with average speeds of 41 to 62 km per hour are expected. The observatory also advised people to stay away from the shoreline and not to engage in water sports. Kindergartens, schools for children with physical disability and schools for children with intellectual disability are suspended in view of the approaching cyclone.
