The move allows Joe Biden and his team to access classified briefings and meet with government officials. It also gives Biden officials access to office space and funds to pay the transition team. He served under Barack Obama as a deputy secretary of state, and on Bill Clinton’s national security council. It puts areas in England into one of three tiers once the four-week national lockdown across England ends on 2 December.
