Senate Minority Leader Chuck Schumer (D., N.Y.) was typical of his conference in leaving the chamber quickly and declining to comment. Where Democrats did comment, they took issue with Mr. Trump's portrayal of his policies. "We've got to be very mindful, though, of balancing the need against the need not to incur more debt," said Sen. John Kennedy (R., La.)
