Tuesday’s test launch of an intercontinental ballistic missile in North Korea may or may not prove that Pyongyang has the mettle to hit another country. The dispatch of U.S. warships to waters off the Korean Peninsula in April made no obvious dent in North Korean leader Kim Jong-un’s resolve to test missiles. In April Trump looked to China (North Korea’s chief ally) for help, but China remains distrustful of the United States. Speaking of China, Moon has a chance to meet his Chinese counterpart Xi Jinping at the G20 leadership summit later this month in Germany. Moon also advocates dialogue and investment with North Korea rather than more military deterrents to improve relations and make missile tests less urgent.
