The system was designed for western auto companies to impart priceless technical knowledge to the then-fledgling Chinese auto industry. Geely Holding Co., for example, is one of the more advanced Chinese car companies and now owns Volvo Cars. But neither does the U.S. government require a Chinese car company to partner with Ford, GM, FCA, Tesla Motors or anyone else operating locally in the U.S. Western car companies, by and large, do not fear Chinese companies taking any significant share of the U.S. car market. But in October, as trade tensions grew between the U.S. and China, GAC President Yu Jun said the automaker could delay its U.S. plans.
