Former White House press secretary Sean Spicer once acknowledged that he typically received no advance notice of what President Trump would say on Twitter. That is the new test for Spicer's successor, Sarah Huckabee Sanders, with Rudolph W. Giuliani leading the president's legal team. Neither did the White House chief of staff, nor the White House press secretary, nor the new White House lawyer overseeing its handling of the Russia investigation. For Sanders and the White House communications team, Giuliani is effectively a second Trump — a confident loose talker who cannot be compelled to stay on-message. The president and his top lawyer are a double dose of unmanageable.
