WASHINGTON—President Trump threatened to pull out of a system of presidential campaign debates that has been in place for more than three decades and accused the nonpartisan commission that oversees them of bias. The president said in a series of tweets Monday that he would consider participating in more than the three scheduled debates, bypassing the Commission on Presidential Debates, which he said was “stacked with Trump Haters & Never Trumpers,” without elaborating on that claim.
