Balteria understands that the new health care law hasn’t worked out for everybody, and he’s got some ideas about how to improve it. The prices have been good, too, at least by the standards of American health insurance, with premiums that compare well to employer policies. One of those rules requires California insurers to cover most outpatient services, except for modest co-payments, even for consumers who haven’t met their annual deductibles.
