WASHINGTON—President-elect Donald Trump said he would nominate environmental lawyer and vaccine skeptic Robert F. Kennedy Jr. to serve as health and human services secretary, putting a noted critic of U.S. public policy atop the country’s vast health bureaucracy. Trump transition team co-chair Howard Lutnick previously had said that Kennedy wouldn’t head the department if Trump won the election. Like other Trump allies, Kennedy has spent much of his time at Mar-a-Lago, Trump’s private Florida club.
