Few members of Congress are likely aware that this state guest worker program passed and is awaiting federal approval. President Trump could alter the national immigration debate by not only approving Utah’s guest worker program, but also encouraging the other 49 states to follow suit with their own guest worker programs. State worker guest programs could be be a key part of a policy solution to addressing these problems. The Trump administration can initiate such a reform movement by granting a waiver to Utah’s guest worker program and encouraging other states to follow suit. That effort was killed, as it would happen, with a poison pill amendment emasculating the guest worker program.
