The Trump Administration is slyly maneuvering to bring a little-known legislative ax to roll back children’s health spending that Congress previously enacted. Namely, the Trump Administration just sent Congress a $15 billion package of “rescissions,” mostly targeting health care funds. Procedurally, rescissions were created by the Congressional Budget Act of 1974. Republicans argue that this health spending has already expired (in terms of the original object of expenditure) and would not be spent. However, given the scale and nature of health spending, the appropriators would have used the technically expired funds as “pay-fors” for to sustain other health spending, like Affordable Care Act support.
