WASHINGTON—The Trump administration said Monday it would ask 2020 Census respondents whether they are U.S. citizens, the first time in decades such a question will be asked on the decennial questionnaire. The decision, announced in a letter by Commerce Secretary Wilbur Ross, immediately generated strong pushback from Democrats and immigrant groups, who say it will reduce responses from immigrants.
