WASHINGTON—President Donald Trump on Friday resumed his attack on Senate procedures, saying the chamber’s 60-vote threshold on legislation should be abolished and that he should have the ability to block individual pieces of spending bills. While such moves would boost Republicans’ power, at least in the short-term, both are seen as unlikely, due to little enthusiasm in the Senate for changing the rules and a Supreme Court ruling during the Bill Clinton presidency that blocked line-item vetoes.
