The long-awaited bill will set out mandatory national five-year targets to cut emissions, starting in 2025. The task of coming up with tools to enforce nationally legislated emissions targets likely would fall to a net-zero advisory group the federal government has not yet established. A history of missing the markCanada has set multiple emissions reduction targets in past decades and has never met a single one. In its throne speech back in September, the federal government promised to "immediately" bring forward its 2030 climate targets plan.
