The process at Pearson airport is streamlined to facilitate the quick movement of passengers. An immigration officer cannot be expected to have the knowledge to identify dog breeds precisely for determining whether to allow their entry. I have always found the immigration process very efficient, fair and friendly. In many places, including the state of Hawaii, the investigation process for admitting a new animal would be much more intense.
