A tropical depression that the state weather bureau has been monitoring has strengthened and become a tropical storm by Sunday afternoon. Pagasa predicted that the storm would enter the Philippine area of responsibility Sunday night. Meanwhile, Cagayan Valley would have cloudy skies with scattered rains due to the northeast monsoon, or amihan, Pagasa said. The amihan would also bring partly cloudy to cloudy skies with isolated rains over the Ilocos region. Metro Manila and the rest of the country wil have partly cloudy to cloudy skies with isolated rainshowers brought by localized thunderstorms.
