A truck driver died Saturday when his tractor-trailer turned over on a bridge on North Carolina’s Outer Banks, a crash that state law-enforcement officials attributed to high winds from storm Hermine, which battered the North Carolina and Virginia coast. A weakened Hermine, downgraded to a posttropical cyclone, dumped heavy rain and left power outages and flooding in its wake on Saturday as it made its way up the East Coast.
